The letter goes on to say: Dear Sir or Madam, The Law Firm of Higbee & Associates represents Reuters News Agency ("Reuters'). in certain copyright matters. As you may know, Reuters photojoumalists report from over 200 locations around the world, delivering over 1,600 news pictures a day. Behind each image, a team of editors works tirelessly to capture the essence, authenticity and significance of current news, sports, entertainment, and world events. Because intellectual property is the lifeblood of Reuters' business, Reuters has a special obligation to protect its rights in the images it creates.

We understand that West Saint Paul Antiques (hereinafter "you,") used certain Reuters images on your website but that you did not obtain a license to use them. Please see the attached exhibits that show the original Reuters copyrighted images and the use of those images on your website.

Through its partner PicRights, Reuters made several efforts to resolve this copyright matter with you (PicRights Claim Number 040434331321). Reuters has now hired our law firm to enforce its legal rights and pursue this claim.
.
If Reuters gave you permission to use the images and you believe you received this letter in error, please let us know. You can email me at claims@higbeeassociates.com .
In the absence of a license, your use of Reuters' images is a violation of the Copyright Act, Title 17 of the United States Code. As you may know, copyright owners may elect to seek statutory damages, which can be as high as $30,000 per infringement (or up to $150,000 per infringement, if the use was committed willfully)

We hope that we can resolve this matter without going to court. However, if forced to enforce Reuters' rights in court, we may ask for the maximum allowable damages, and our client may also ask the court to order you to pay its attorney fees and court costs.

In the interest of resolving this dispute quickly, our client has authorized us to extend on offer to settle this matter for $9600. If you wish to quickly and efficiently resolve this matter, please do the following:
1. Make you payment of $9600 in one of two ways:

1) PicRights, did not made several efforts to resolve this copyright matter with West St Paul Antiques. The several attempts to resolve a case was in 2017 & 2018 not in this case. Compare the two cases. PicRights reference Number: 1447-7737-5436 attempts made to resolve that case was made on November 15th & December 13th, 2017 & January 3rd, 2018 before sending the case to your law firm. The first letter I recived from Higbee & Associates was on September 19th, 2018 for that case. Your Claim Number: 516719 In this case XQVVPY, RicRights sent me a letter dated June 20th, 2022. I received that letter several days later. At the bottom of this letter it reads: " We would like to resolve this time-sensitive issue as soon as possible and request that you respond within 14 days from the date of this correspondence. I received your firm's letter dated July 7th, 2022.

2) I maintain that all of the following Exhibits A through F are informational and educational with no profit gain by Myself , My Family or West St Paul Antiques.

Plus all of these photos were on the website before the first notification from RicRights on November 15th, 2017 in fact 3 of the photos were on the same web page. Exhibit D - F
